I am not sure what your problem is, please see this checklist.
1. This is a tutorial for verifying: https://bitcoinelectrum.com/how-to-verify-your-electrum-download/
2. Make sure you verify the download, not the exe after install
3. The signatures are on https://electrum.org/#download in the signatures columns, download from there, make sure it's .asc file
4. On the same page on the upper area you can find "The current executables have been signed by ThomasV, SomberNight, Emzy.", you can download from there the signatures to import into Kleopatra.

If you've done all this and still have problems, please elaborate.

If you have a problem with the lookup server when trying to search the fingerprint from the link above you can try this guide below

- Open Command prompt as administrator
- then send this command

gpg --keyserver keys.gnupg.net --recv-keys 6694D8DE7BE8EE5631BED9502BD5824B7F9470E6

- Open Kleopatra and paste this below on the notepad
- https://raw.githubusercontent.com/spesmilo/electrum/master/pubkeys/ThomasV.asc
- Then you can now start verifying the downloaded electrum 4.2.2

I've verified each binary but you shouldn't fully rely on others' hash unless it's signed by the developers themselves.
