It is a scam because he will keep the privkey. MNE can't be transfer.
He said he bought the adresses so at least 2 people has now the privkey for each adress he is tryning to sell.

Yes it is an interesting idea, most of these projects is like a box of chocolate and you don't know what you get from them, In a years time if the developer is committed to this and get community support and the price may do what Bitcoin did and still doing
