What are you asking about? The use of the word Tokyo? I don't know the laws in Japan, but in the US, the government does not own very much intellectual property. Most of the what the US government builds belongs to the public - except for the secret work of course. But a city name, that's 100% public and can be used by anyone in the US, not sure what the rules are for people who are not citizens.
