Even you're from aboard there are no excuses, we should respect the rules of each establishment. Definitely, you will be kicked outside if you're not following the rules. It's normal for an establishment, even government buildings, they require pants or proper attire when entering.
That's the worst experience but you've learned that rules are rules and should be followed.
