Polling could be arranged in military facilities, hospital, etc. doesn't matter as long as there are witnesses from both sides and officials, to verify identity, etc.
It's common sense.

With mass mail ballots, there will be dead men votes, ballot harvesting frauds, stolen ballots, etc.
It's also common sense.

Of course, not everyone can go to the nearest polling place for various reasons, and the government officials + volunteers/witnesses cannot deploy enough resources to take care of them all. Just like we cannot help all poor people and those who are disadvantaged because of limited resources.

The funny thing is that the country with "social justice" as its foundational principle requires voters to vote directly at the polling place.
