I am not sure about it. The dev has few word on that.
I think he is working on a new form.
But before that, you can apply as before.

Yes form has only to inform us if you did necessary steps before. You still need to follow rules and post within 3 places your submission. Form will help us to get more unique list. We have got nearly %15 fake submissions. We hope it drops to few.
