Not just India, I think there are many countries out there which are less developed and quite often the scenic locations for the criminals to lay low. It is a bad thing because these countries give shelter and the crime news dies down with time and they come back in a different persona.

Just look at how Mallya covered his tracks and went to London. Many lower level goons and criminals have tried escaping laws in such manner.
