20 post 2000 post doesn't decide your are smart or dump. Shame on you! 
There were enough circumstances for tell this campaign as scam.
You read the OP carefully and go through what happened last 3 days before commenting like this.

1. No response even two days after payout even though the OP person logged in. He could have atleast put post to wait.
2. Told the funds will be escrowed but later found its not done.
3. Even after 3 days, not done payment as said, not selected new participants as said. He drawn clear timing for announcing these things, but nothing he said happened. Lot of members holding this signature even though the limit is 10 as OP said.
The signature space is an identity area and that's valuable and not just to waste.

From the above all anyone can categorise this as a scam.
After putting this publicly here someone maybe forced by him paid.
But still the points 2 and 3 is valid at this time and so participants should wait before joining this.
