After the guys went up to their room, the clerk felt guilty for charging them so much (remember, the '50s). So he gave the bellboy $5 to take back up to the guys as a partial refund.
The bellboy couldn't figure out how to divide $5 evenly among 3 guys, so he kept $2 as a tip.
The guys each got a dollar back, which means they only spent $9 apiece.
