I would assume the development alone of a working prototype that is able to collect some interesting data and transmit them from isolated locations (appeared to be the main idea) will cost in the range of 20-50k $.

I could do it for much less, based on commodity hardware like the Raspberry pi or other arm-based minicomputers and commodity sensors.
5-10k for development (1-2 months of work), around 150$ hardware costs for the device per unit.
What state is the middleware/condensator in? Could we just use MQTT?

I think it's good that you are sceptical n3r0d1n. A newbie, who just arrived passing by requesting 5-10k for developments. Who would do that. 

In terms of strategy, branding, marketing. We have to create & form a team first, with real names, real pictures, put them on the website.
With bright captions and job descriptions. The result will be a total different setup, but that is what you need
if you don't want it to result as the last time. We need a different approach to succeed!

Future investors want a transparant project, with a reliable team and trustworthy dedicated people involved.

I think Obavi made a brave move to explain his personal situation (hopefully it's not just because his staking yield went down  ),
I admire his openness and I think it could contribute if he remains close to the project, open and showing pure dedication without dropping his attention and not falling back in some sort of a passive burn-out dude. And make sure you involve the right people who are able to maintain a positive synergy and have the needed competentions.

And regarding the '1. Modifying staking rewards'
This is priority #1, the current POS rewards block market increasement completely
currently RAIN is an inflation coin, bring the POS reward down to 15% / 20% max

I did check Hush, But what makes it different from the rest? So many coins, publicity is needed to get attention, although its gone atleast 80x

Actually, I was just implying that a working prototype could be done for that budget. I did not write "give me money", post an address to send money to or anything like that. I would even help work on the IoT device for free, just to see it happening.
That is why I suggested an opensource community effort.

but they all capped to btc total supply at best right  ?
so if cryptos taking off liquidity, fees etc might become a problem for them.

i think a coin that uses zcash anon and offers decent liquidity compared to them would have a solid chance.
Solaris was so rare it almost killed itself with that before the swap.

Might be a good idea to make this the "poormans zcash" in the end

Yeah its nice to see RAIN start rising in price again. Its been a nice week for Alts with many getting mini pumps, I hope RAIN can return to 1k sats and that we start seeing some real developments in 2018 which could really give RAIN the boost it needs.

   I do not think that the reduction in the percentage of POS to attract new players, but rather will reduce the number of those who hold the rain now. Maybe try to work with ETH, may be of interest to many, and possibly merge the two projects into one, for example boat+rain=storm (this is just an example)
