Yes you still need to be registered before October 1, 2017.
But all members can participate in second airdrop which every Sunday.

You're not mistaken. You still need to be at least a Jr Member, registered before October 1, 2017. Additionally you must wear the DeepOnion signature and fullfill the posts requirement.

Well yeah. There are forum rules that the users have to follow, such as no spamming and burst posting. Those are also against the DO rules. But this is basically like a signature campaign and an air drop. Two things that are common here.

Since it has been changed 2 times in less than 4 months there is a good chance that this might happen in the near future! But officially there is nothing announced yet - keep your head up!

Rest assured the registration date will be moved out very soon, I think I saw a posting on the DO forums about this today.

Meanwhile, head over to the DO forums, get yourself the proper Junior Member signature and start engaging here and over there. Also, make sure you get your hands on 100 Onions (bounties, contests or cryptopia) in order to be eligible for the Friday airdrop.

But they can accumulate deeppoints, participate a lot in the forum that will help them get the 100 onions to participate in future airdrops.
