They are probably out of US Jurisdiction but at least they will be known as a scammers, and won't see Disneyland

Never heard of this coin before, and to answer your question, there's no universal police to handle those scam accusations. The best thing to do is to warn the community about it and open scam accusations about it. This is example on why China wants to banned ICO because they can really scammed a lot of investors worth millions of dollars and laughing going to the back to exchange it to fiat money. But thanks anyways for tagging this scam and I hope the community will listen and not to put money on it.

I am quite unsure of all that, there needs to be a reliable clarification, nevertheless the police will not take full responsibility for the case, because the risks posed are quite dangerous, it can strike out the good name of the police indirectly can eliminate the belief in him, it really happens most likely the culprit is a police person.
