Stop worrying about the number of tokens in circulation and try to understand what Andy is trying to accomplish. He is trying to incentivise content providers via variable value gifts i.e. GIFTO tokens. The idea is to give a content provider fiat to cover the cost and $gto to incentivise to produce better content. The more $gto a content provider gets, the more likely they will hodl. Why - because it will increase the value of the variable token? End result - all token holders see the value of $gto rise. Now think if 10% of Uplive users start receiving GIFTO... (leave aside the possibility of YouTube content providers, etc.). What you see the price now, after summer, you ain't seeing that price again - EVER!
