The shiny bumpy part is the plastic that protects the thermal pad in transit. You should take it off.

Since you guys were so successful on this project, any thoughts on whether or not your considering a group buy for your own custom chips or another version of the Chili using an existing chip?

There is plastic on both sides that must be taken off. One side is bumpy, one side is smooth. Remove both.
