Hello. A distributed ledger is a consensus of replicated, shared, and synchronized digital data geographically spread across multiple sites, countries, or institutions. There is no central administrator or centralized data storage.
A peer-to-peer network is required as well as consensus algorithms to ensure replication across nodes is undertaken. One form of distributed ledger design is the blockchain system, which can be either public or private.
Blockchain was the first fully functional Distributed Ledger Technology and the only one people knew about for close to a decade. This likely led to people coming to the conclusion that it was and would forever be, the only form of DLT, therefore making it acceptable to use the two interchangeably.
Blockchain is a type of DLT, a subcategory of a more broad definition, much like how the word ‘car’ falls under the umbrella term ‘vehicles’ and ‘Satoshi Nakamoto’ falls under ‘geniuses’.

Sasha got bored and set up a new blockchain for corporate use only using Waves technology funded by Waves investors.   Yes, they'll be an ICO, but plebs like us are being largely kept out - it's mainly for the super wealthy, minimum $250K investment.  

I believe, that Vostok is a good thing and there will be others heading towards a similar solutions. Open source can not be used everywhere and block chains have their limitations. There are a lot of large institutional organisations, which are holding back on block chain technology because they can't run on the current solutions. Vostok will bring additional resources to Waves and that's ultimately a good thing for growth.
