USA has banned participation in ICOs, but XDNA has not run an ICO.
However it's the responsibility of each citizen to research their local laws and abide by them as well as being tax compliant.

The XDNA project is not a hike to any other project that now appear like mushrooms after rain. Unfortunately, most new projects are frank scam. Because of this negative trend, people have little trust in such decent and promising projects as XDNA!

I can't comment on what other projects are doing in general, but XDNA has a very easy to navigate website where all the important info are laid out in a structured manner under categories which can be accessed through the menu.
The whitepaper is there for more in-depth research on our project.
Also... XDNA hasn't run an ICO, I suppose you made a typo and you wanted to write "information about the project itself".

The US policy regarding the conduct and participation of their citizens in ICO projects is due to the fact that there is a very strict policy regarding investment.
