Does the 8 hour requirement on PoS mining refer to the time that a wallet's been continuously open, or does it mean that a wallet has to have had coins in it for 8 hours to start mining?

The clock starts when the coins go in. Doesn't matter after that, as far as coin-age. Re-open in a week, they'll be a week older.
