I was confused after seeing a certain Topic on our Local...
Just how many Bagdes (Including the Normal Badges that we usually see) are already on the run and what are they? And also from what purpose?

If possible I would like to see it on a Table format.

I added a system of badges to SMF a while ago, though only two are defined now. Here are the current badges:

Bitcoin expert	Dev&Tech only. People with this badge know enough about the Bitcoin network to reimplement something very like it from scratch. They are capable of intelligently discussing the Bitcoin network: current protocol, possible attacks, proposed changes, etc. Criteria: Recommendation by an existing Bitcoin expert or core dev and approval by a forum administrator.
Bitcoin-Qt core developer	Dev&Tech only. These are the core developers of Satoshi's Bitcoin client. They are listed here. Core developers are among the top contributors to Bitcoin-Qt, and they are all bitcoin experts, though they don't also get that badge.
The Glider(hacker symbol)	Awarded for people who have responsibly disclosed forum security flaws.

A core dev does not "outrank" a bitcoin expert (or vice-versa), and it's possible for someone without a badge to contribute meaningfully to a discussion with experts and core devs.

The Forum ranks/positions/badges (What do those shiny coins under my name mean?) quotes this thread in saying that there is a special badge for people who responsibility disclose security flaws, however the OP of this thread is not edited and there is no information regarding this badge.

Who/how many people have this badge, and what are the thresholds to get it?

I know that NLNico has this badge and I know who read through the whole SMF source code to find security issues, which he then reported to theymos and SMF itself. That's all I know.

Someone say that @NLNico has that The Glider badge's by find SMF security issues

The case of NLNico is simple, a mouse over tells it: he received the badge for finding/reporting security flaws of the forum. It's also in the list from that ^^ topic.
There's also a badge for the ones who won the Bitcointalk 10 years forum contest https://asktom.cf/index.php?topic=5204528.0 (see https://asktom.cf/index.php?action=profile;u=509189)

If you hove over the badge you will see "Responsibly disclosed forum security flaws". So guess reported a significant bug and got a bounty (I would assume) + badge
I think it's the only one left tbh.
And the new ones to come: Art badge and Reported badge

Is there a user who has more than one or two badges at the same time?

all I know and I have is the 10th Anniversary Bitcointalk award badge.
Only owned by 5 people including me.
This badge will not be obtained by anyone else and another badge or badge may appear in 2020.

have never found a user with 2 badges.
Because to get just one badge is very difficult.

Yes, till now there only have 4 unique badges. I hope in the end of 2020 @theymos can make a new contest or event and add more unique badges.

I believe The Bitcoin Experts and Bitcoin Qt-Core Developer badge only showing on "Development & Technical Discussion" board.

The badge will not be showing on other board except this board, just my 2 cents the purpose showing this badge only for that board just giving some information this user have more knowledge about the related topic xD.
