As long as he doesnt return to Earth, Id say leave him alone out there. If he is coming back, they can simply wait for him at the airport (or spaceport, whatever). There is no need to spend money on fuel and chase after him.

Criminals would love to just run away to the vast universe but unfortunately for them that is not just possible

no matter how rich they are, it seems impossible to get the required tech and resources for a trip to space without alerting the government or any agencies even if they do go out there what would they even do in the moon lol

they would not even have any protection from the moon's atmosphere let alone the meteorites so if criminals stupidly decide they want to live in the moon then the government should just let them try and survive outside the earth
