Today US president Trump pardoned Ross Ulbricht, founder of the Silk road marketplace.

Does that imply there will be liberalisation od cryptocurrency marketplaces. Is there now a bigger chance that there will be boom of new markets?

If this is true, there would be bigger adoption of BTC usage, as more new people would offer their product / services on those marketplaces.
