Just think of the same business concept but with house edge, still, sustaining this business is quite a challenge. How much more of a gambling business without a house edge? So yes, this type of gambling endeavor would be hard to sustain as you need to find a way how to keep the interest of your lottery bettors.
Most lottery-related businesses here don't survive in the long run. So they need to take a look at their cases and see how they can change the end game of this business. You are right. This is a must feature every gambling/casino sites should include. Because what I have observed many times, is that certain sites that doesn't allow services (as per their T&C) in specific regions still lets users access their site from that region. So if that were the case, and if a user were to let register, he would certainly get into trouble later. A warning message would clearly discourage a user from registering or accesseing the site from a restricted region. Anyway, I won't be going into specifics about the sites I indicated above. And as for this feature, I think I have seen it in Bc games (not completely sure though).

True, block hash is unpredictable - but we combine it with a server seed to avoid relying on a single source, in case one ever gets compromised.

Bets also close 5 blocks before the target, so everything's locked before the hash is known.

So, we can expect a crypto lottery platform with 0% house edge for at least one year, this is interesting. To be fair, there have been lots of unsuccessful crypto lottery attempts with a big marketing budget but most of them were built for Bitcoin, this is built for Pol. How sustainable a website could be without getting any revenues from it? We do know that even if its just a simple website on which maintaining do still need up some cost.

No offense, but this kind of game is not that popular in this crypto gambling industry, not many raffle/lottery games can survive.
I have no idea what will you do in order to attract players to come, although you have zero fee but the type of the game itself is not really attractive.
