I clicked the link as what is provided in the OP and it redirects me to vipcasino.io without 7744 but I guess the 7744 is the mirror site because when I read the terms you quoted, it is exactly the same as the one in vipcasino.io.
For the KYC, $500 cumulative deposits or withdrawals is indeed quite low, it is even better if they have mandatory KYC before players make their 1st deposit than having this current terms.
The required document for the KYC itself should be in English, so it can be an issue for players who come from a country where there is no way to have document written in English.

However, the amount of restricted countries is still way too much lol. A typical casino with the same license doesn't have that much restricted jurisdiction as well. Perhaps VIPCasino has gotten too cautious.  I hope they can fix this as it could greatly affect their growth.

Doing this means limiting their growth, as the list of restricted nations is way too high for a casino at that level. They have a license, and many casinos I have encountered with that same license do not have restrictions on the majority of countries on their restricted list, so I was wondering if the list was an old list they used when they first launched their website and forgot to update it after getting their license or what because it will do more harm to them if gamblers sees it and they would likely see it as a trap for them by the casino to lure them as they could access the casino to game but when they want to withdraw, and they find out their country is on the restricted list, they get their account banned, suspended or whatever and also looking at their set amount to kyc before withdrawal looks somehow though.

I will advise you to speed up with the restriction list so that you don't look like a joke to the community, because the more time you delay the possibility of loosing more players as you never can tell how many players must have visited your casino and have look for themselves your restriction list to see for whats there. Lol, only 71 countries? They should at least restrict 195 countries minimum (being sarcastic  ). I'm surprised to see my country wasn't part of their restricted region, while all my neighboring countries are on the restricted list!

Regarding the accessibility of the site, I really don't like the fact that it was accessible from your (CryptSafe) location despite the restriction. Did they show you any notice that you were in a restricted region, or nothing at all?
