I found one of the top forum and quality community here!

  But there a loan board where more time news users make loan post with few attractive offer and marketing method which is indicate for scam!

So it will be good to make forums quality loan section must be unavailable for wanting loan for minimum new user to jr member also!
I think it will grow up forums quality and demotivate scammers.

Since you boast about having found a top community here, you could complete it by reading the essentials of each section. For example, before opening a thread like this in this section, you could have read the following sticky thread:

More specifically, it is not considered illegitimate for a newbie to request a loan; what is considered illegitimate is for them to do so without offering collateral.

If you are requesting a loan I suggest you follow these guidelines to keep yourself and your account safe.

If you are newbie looking for a loan, offer collateral!  There is almost no chance of a newbie receiving a loan without collateral.  Regardless of your account status or rank, if you do offer collateral make sure you are dealing with a reputable lender, or use a trusted escrow agent to hold the collateral.  Don't trust a new lender with your collateral, you'll likely be scammed.  

You've probably noticed the number of newbies asking for loans without collateral, but that doesn't mean we should close the door on someone who comes with a legitimate proposal.

Unfortunately, I don't think the forum administration will impose new tougher restrictions to new users.

Many see that loans are given here, even though everything is online and people do not know each other directly. So they think, hey, why don't I borrow money, I don't have to move anywhere from my armchair, and the lender certainly won't come to my home address to demand his money back. It fits very well for all the risky ideas that many people have.

This will be a subjective decision; some lenders won't hesitate to lend to members who are actively involved in sig. campaigns, have a high (+)trust score (or are on their trust list), have a good lending history, or simply know each other personally.
Therefore, lenders only require simple procedures, such as stating the borrower's request in a signed message.
