If you’re considering HR as all the names you’ve mention below, where will you consider lawyers, they are all out for their personal gains, they must have being instructed my the company to manage a particular resources, will you be expecting them to the otherwise because of human sympathy? No. If he does he is going to be held accountable and also lose his job. Before you think HR are underminers or saboteurs as you’ve said, you also need to consider what brought them to where they are.
