The problem with not setting a budget first because you know yourself that you will be able to trace if you are overspending it or not, is when you develop greed along the way, most especially if you are in the winning streak.

Me, I will say I belong to the third category. I don't do budgeting often, not just because I'm too lazy to do that but because my finances vary, and it all doesn't come at once, so trying to make a gambling budget in such a case can be very frustrating, so I just prefer to gamble when I consider myself to have that spare cash and I try as much as I can to monitor how much and how often I make deposit before the month runs out so that I can adjust when necessary.

I hardly make a budget to gamble but I always make sure that I monitor my finances, anytime I notice that I'm gong overboard or spending too much on gambling i cut it down a bit so it doesn't become a problem. My realization with gambling, no matter how confident you are as a responsible gambler, there are always instances that would tempt you to cross your limits and instantly become an irresponsible one.

Obviously second category for me. It's not like I can't keep strict budget ahead of time but I just like to keep things flexible and dynamic but you're also correct, OP, about the fact that I don't overly gamble more than I can afford to lose. Even with no strict budget, I still monitor my gambling habits and keep things under control. The few times I decided to just say fuck it, yolo-ed in and went all in on a bet, I always regret it later so there's that.
